Remove the tops from the peppers, set aside, remove and discard seeds. Place the peppers and tops into the boiling water. Simmer for about 5 minutes.
Preheat the oven to 350°. Remove peppers and place in a baking dish. Fill peppers with chili and cover the dish. Bake for 30 to 40 minutes until tender. Remove and serve garnished with minced parsley, chopped red pepper or your favorite garnish.
