Place water in a small saucepan and heat. Reduce heat to low. Place wasabi into a small bowl or tea cup. Pour 1/2 tsp hot water into bowl and mix with the wasabi to make a thick paste. Set aside for 5 minutes to let the wasabi's flavor develop.

Place 1/4 cup water in a saucepan and heat. Reduce the heat to low, add the shoyu and simmer, without boiling, for 2 minutes. Remove from heat and allow to cool. Pour equal amounts of shoyu mixture into four small dipping bowls. Place equal amounts of wasabi paste in each bowl. Mix and serve with vegetable or soba sushi.
