Cook pasta as package directs, rinse, and drain. While cooking pasta, bring 3 cups water to boil. Separately, blanch carrots and broccoli, for 1 to 2 minutes each. Vegetables should be lightly cooked, crisp, and bright. Drain and rinse quickly under cold water to set the color. Mix pasta, beans, and vegetables. Prepare salad dressing by mixing ingredients in a blender. Add water to achieve desired consistency. Mix into salad. Serve cold or hot.
