Heat oil in saucepan and sauté garlic and onion 1 to 2 minutes. Add remaining ingredients and bring to a boil. Reduce heat to medium-low, cover, and simmer for 20 minutes. Remove from heat. Pour half the ingredients into a blender, pulse until creamy, and pour in a saucepan. Pulse the remaining half and pour into the saucepan. Heat slightly and serve.
