Preheat the oven to 375°. Heat the oil in a skillet and sauté the onion, garlic and peppers for 2 to 3 minutes. Add the refried beans, chili peppers, scallions and cumin. Mix until smooth. Spread an equal amount of the bean mixture evenly over three of the tortillas. Cover with the remaining three tortillas. Place the filled tortillas on a lightly oil baking sheet and bake about 10 minutes or until golden and the bean mixture is hot. Remove, and slice each quesadilla into four equal size wedges and serve with salsa on top.
