Place onions in a small saucepan, add water, cover and bring to a boil. Reduce the flame to medium-low and simmer 15 minutes or until tender. Remove the onions and place in a serving bowl. Add the miso to the onion cooking water and stir. Slowly add the diluted kuzu, stirring constantly until thick. Cook 1 minute over a low flame. Pour the gravy over the onions and garnish with parsley.
