Heat oil in a medium saucepan and sauté garlic and onion for 1 to 2 minutes. Add all remaining ingredients and bring to a boil. Reduce the flame to medium-low, cover, and simmer for 20. Remove from the flame. Pour half the ingredients into a blender and pulse until creamy. Place in a saucepan. Pulse the remaining half and pour into the saucepan. Heat slightly and serve.
