Heat oil in a soup pot, sauté onions and garlic until onions are translucent. Add herbs and sauté briefly. Add carrots, potatoes, water, tomatoes and beans. Cover and bring to a boil. Reduce the flame to medium-low and simmer 20 minutes. Meanwhile cook pasta as package directs, rinse and drain. Add corn, peas, salt and pepper. Cover and simmer 5 minutes. Place pasta in each bowl, top with soup and serve.
