Heat the oil for the sauce in a saucepan and sauté the garlic and onions for 3 to 4 minutes. Add the mushrooms and green peppers. Sauté 2 to 3 minutes. Add the spaghetti sauce. Cover, and bring to a boil. Reduce the flame to medium-low, and simmer 10 minutes.
Place the water, olive oil, and sea salt into a pot. Cover, and bring to a boil. Add the spaghetti, and cook approximately 7 to 10 minutes until done. Remove, and drain. Place in a serving bowl. Ladle sauce over cooked pasta.
