Heat oil in a sauce pan, sauté garlic and onion for 2 to 3 minutes. Add the bulgur, water, dried fruit and sea salt. Cover and bring to a boil. Reduce flame to low and simmer for 10 minutes. Turn off the flame, leave covered and let sit for 10 minutes until bulgur is tender and all water has been absorbed. Place in a mixing bowl and fluff with a fork to cool. Mix in the beans, lemon juice, pine nuts, mint and parsley. Place in a serving bowl.
