Cook pasta according to directions, drain and set aside. Heat oil in a large skillet and sauté garlic for 1 to 2 minutes. Add the broccoli, cauliflower, carrot, artichoke hearts and sea salt. Sauté for 2 to 3 minutes. Add water, cover and steam 2 minutes. Turn off flame, add pepper, pasta, basil and tomato. Toss thoroughly and serve.
