Heat oil in a soup pot and sauté onions. Add all ingredients except parsley and pepper. Cover and simmer over a low flame for 10 minutes or until broccoli is soft. Blend ingredients in a food processor or blender until smooth and creamy. Place back in the pot, add the parsley and white pepper. Simmer 1 to 2 minutes. Serve hot or chilled.
